There is no clarity what fees contributed to schools are allowed and should be encouraged and what are illegal. Without clear understanding on these processes, parents are not likely to hold teachers and administrators accountable for the provision of an equitable, quality education. Consequently, a general lack of transparency is likely to lead to a variety of corrupt practices in the education system – from the paying of informal (and in some cases, illegal) fees to the outright paying of bribes to school officials.

The aim of the project is to evaluate the transparency of informal parental payments to public schools in seven countries, Azerbaijan, Georgia, Kazakhstan, Tajikistan, Moldova, Slovakia, and Latvia.
